Stage 01
Client intake
Operators work in their own portal. Three inputs decide which rules apply, and without them the run does not start.
Stage 02
Jurisdiction pack
The law for that coastal state, retrieved from the official instrument itself. Stored, hashed and tiered. A model may suggest what to look for. It is never what we cite.
Stage 03
Legal verification
Three layers: retrieval read by a scientist, a legal-database check, and in-country counsel. Every pack carries a verification status.
Stage 04
Project dossier
The evidence base is checked against what this activity requires, before a word is written. Every gap is named. A reviewer signs three pages, not hundreds.

Generation
Agents draft to a technical register: quantities with units, a stated basis, assumptions with their effect if wrong. Each source keeps the conditions it applies under.

The gates
Deterministic checks, not a model’s opinion: applicability, contradiction, arithmetic, codes and basis. Any high-severity defect fails the report.

Review panel
Specialists sign a method once and are called again only when a project falls outside what they signed. Whoever assembles the evidence never confirms it.

A named competent person signs. The report leaves with its provenance record, reviewer sheet and statement on method.

What the report is allowed to say.
Every jurisdiction pack carries a verification status, and the cover of the report states it. The more verified the law, the more the report is allowed to claim.
Level 1
Provisional
Retrieved, extraction not yet checked. The cover says so.
Level 2
Reviewed
A competent reviewer has checked each extraction against its source. Stamped, with the reviewer named.
Level 3
Counsel-verified
In-country counsel has confirmed the pack is current, complete and correctly read. Legal positions can be stated without qualification.
Verification attaches to the country, not the report. Built once, it is inherited by every assessment that follows.
Built to refuse
Three places it says no.
Three of the eight stages can stop a report outright. A refusal halts the run rather than degrading it, and no quality score is issued on a refusal.
At the dossier
When
No water depth, or a survey method the gate does not recognise.
Then
The run stops. It never defaults to something plausible.
At the gates
When
Any high-severity defect: a source outside its applicability, a contradiction, figures that do not reconcile.
Then
The report fails, and no quality score is issued.
At approval
When
A high-severity defect still open, or a method the report relies on that nobody has signed.
Then
The report is not issued.

Traceable. Signed. Open to audit.
The claim is not that the report is right. It is that every number can be traced, every assumption is on the page, and a named person signs it.
Provenance appendix
Every dataset with its source, tier and retrieval time. What could not be obtained is stated as absent, never filled in.
Reviewer confirmation sheet
The assertions that carry the most risk, each with its source, confirmed or corrected and signed.
Statement on method
What the platform did, what it did not do, and how a reader can check it. Near the front, not buried.
Competent-person declaration
A named practitioner signs, with the whole audit trail behind that signature.
